The American Rescue Plan includes significant investments to ensure the security of our food supply chain, and to assist farmers, ranchers and rural communities impacted by the pandemic.
STRENGTHENING THE FOOD SUPPLY CHAIN
This bill includes $3.6 billion for the U.S. Department of Agriculture to:
Purchase food products from American farmers for distribution to food banks, nonprofits, or restaurants;
Improve food worker safety with resources for food and agriculture businesses to purchase PPE, test kits and other safety measures; and,
Invest in infrastructure that supports food processors, farmers markets and farmers to support a secure food supply chain
DEBT RELIEF FOR SOCIALLY DISADVANTAGED FARMERS AND RANCHERS
Provides $4 billion in USDA farm loan assistance to farmers and ranchers of color who have faced discrimination, to help them respond to the economic conditions of the pandemic. This allows the Secretary of Agriculture to provide up to 120% of the outstanding debt held by eligible farmers.
FUNDING TO SUPPORT FARMERS OF COLOR
$1 billion to promote the efforts of community-based organizations and 1890 Land Grant and other minority-serving institutions that work with farmers of color to increase access to land and financial training, address property issues, and train the next generation of farmers.
RELIEF FOR RURAL AMERICA’S HEALTH NEEDS
$500 million to help rural hospitals expand vaccine distribution, purchase needed medical supplies, bolster telehealth capacity and help hospitals facing lost revenue and high costs
